This reminds me of something I've said a number of times about Trump. I don't think he is oriented toward law. The legal framework feels alien to him — a kind of problem or obstacle that must be dealt with, by your lawyers, after you decide what you want to do or — in Trump talk — what you have to do because you have no choice.
